You need a tube & font of choice
Visman Toolbox Extravanganza Zoom Blur
Mura Meister Pole Transform
Wordart of choice, or mine
If you'd like it in layers so you can arrange as you like,
you can get it Here
Open a 600x250 image
Floodfill with a colour to suit your tube
Paste your tube, if using the same one as me, use the middle size one
Apply Zoom Blur
Amount 95, Adjust 60
Apply Mura's Pole Transform
Move it up into a position you like
Paste your main tube & move to the left.
Paste the wordart & move to the right.
Paste the small tube,resize 30% & move to the right of the wordart
Add a border, your name & copyright
Selection tool, freehand, point to point,
carefully draw round the star inside the D.
Hold down shift & draw round the other 3 stars.
Adjust, Add/Remove noise, Add noise
Gaussian, Monochrome 30%
Select none
Copy merged, take to Animation shop, paste as new animation
Back in Psp, undo select none & noise,
redo noise altering the % to 35, select none
Copy merged, take to As, paste after current frame
Back in Psp, undo select none & noise
Redo noise at 40%,
copy merged take to As, paste after current frame.
Save as gif
