You need a tube & font of choice, I used Al Sandra
Wordart from www.soelegantlywasted.blogspot.com
It's the first one on the wordart page.

Mura Meister copies
Open a 600 x 250 image
Paste your tube & apply Mura Copies Wallpaper shrink.
Adjust the top setting to fill your image if necessary.
Adjust Blur, Motion Blur, angle 315, strength 100. Repeat.
(You can colourise if you want more depth of colour)
Duplicate, mirror, set layer properties on the top one to soft light.
On the soft light layer apply
Effects Texture effects, Texture, Brick wall.
With your shape tool, draw 3 thin vertical rectangles.
Click inside all of them with your magic wand.
Highlight your bottom layer, edit copy
Highlight your rectangles & paste into selection.
Deselect. Duplicate, Mirror, add a drop shadow.
Paste your tube & position to the right under the rectangles.
Set the layer properties to Burn
Paste your main tube & position to the left.
Paste the wordart, colourise to suit your tube & move to where you like it.
Add a border, your name & copyright.
Type a question mark, colour black.
I used Champagne & limousines font, size 48.
Apply Mura copies, wallpaper shrink.
Adjust the top setting to however many question marks you want.
My setting was 40.
Move this layer under your tubes & move it down to the bottom edge of your image.
Copy merged & take to Animation Shop.
Paste as new animation
With your pick tool (if using psp8 or 9 it's the Raster deform tool)alter the Y setting by -40.
Take to As & paste after current frame.
Keep repeating, each time altering the Y setting.
I had 10 frames
Run the animation to see if it's running smoothly,
save as Gif & you're done, hope you enjoyed
