I'm using the art of Ismael Rac.
To use the same image you must purchase a license from his store Here

You need a tube & font of choice.
Mura Meister Copies.
Visman Extravaganza Transmission

Open a 600x250 image.
Paste your tube.
Apply Mura Copies, wallpaper rotate.
Adjust blur, Motion Blur, angle 90, strength 100.
Repeat blur twice.
Duplicate, Mirror Flip, lower the opacity on the copy to around 60
Merge visible.
Adjust Sharpness, sharpen more.
With your selection tool, draw a square in the centre of your background layer
Edit, copy.
New raster layer, paste into selection.
Do not deselect
Selections, Modify, Set selection borders
Check Inside, Anti Alias, Border width 4
New raster layer
Fill with white. Deselect
Rotate square & border layers Right 45 degrees.
With your magic wand, click inside the white frame layer.
Paste your tube, position.
Selections, Invert, Delete. Select none.
Drop this layer under the frame.
Hide your background layer, merge visible.
Add a drop shadow
Duplicate
Unhide the background
Add a border to your main image, your name & copyright
Copy merged & take to Animation Shop
Paste as new animation
Back in Psp
Highlight the bottom square layer.
Apply Visman Extravaganza, Transmission



Copy merged & take to AS, paste after current frame
Back in Psp repeat Transmission.
Keep repeating until the transmission layer is gone from the image.
I repeated 8 times
Set the frame speed to around 20
The first frame, set the speed to 150
