You need a tube & font of choice.
Mura Meister copies
Toadies Ommadawn
My Word Art, just right click & save



Open a 600x250 image
Floodfill with a dark colour from your tube
Paste your tube
(If you're using the same one as me, use the middle size one)
Apply Toadies Ommadawn



With your magic wand, click on the black lines, delete
Do not deselect.
New raster layer, floodfill with a bright colour from your tube
Deselect
Highlight your Toadies tube layer
Apply Mura copies



Duplicate
On the copy layer, set the layer properties to Hard Light
On the original, set the layer properties to Burn
(If you find the colour too bright, adjust the brightness & contrast)

Highlight the coloured lines layer & drop down to just above your background layer
Apply Mura copies, same as before but alter the top number setting to 10
Paste your tube & move up & to the left,
set the Layer properties to Hard Light
Paste the word art & move to the left.
Set the layer properties to Hard Light.
Paste your tube & move to the right
Add your name & copyright
Add a border

HIghlight the lines layer
Adjust Add/Remove Noise, Add noise 30%
Copy merged & take to Animation shop
Paste as new animation
Back in Psp, undo the noise & redo altering the % to 35
Copy merged, take to As & paste after current frame
Back in Psp again, undo the noise & redo altering the % to 40
Copy merged, take to As & paste after current frame
Save as Gif
